The issue of short supply of housing in the formal sector is due to many factors which are due to no linkage between urban planning, housing and poverty alleviation, non-availability of serviced land, developer finance limitations, time delays in approvals due to lengthy procedures at different stages, availability of electricity, availability of housing finance to low income segments of the population, and above all affordability challenge both on housing supply (cost affordability) and housing finance (income affordability).
