This document is based on key issues of urban land market in South Asia and land marketing for poor. This paper differentiates between “income poor” and “land poor”, which means that many people may have sufficient income to live a reasonable life, but are living in improper and informal houses, as they cannot afford land to build house of their own, so they are identified as “land poor”, but they are not “income poor”. This paper gives the guideline to the authority to market lands for such poor people.
