This paper explores the shared governance of local, regional, and central governments to provide affordable housing in Korea. The paper asserts that Korea needs to build proper institutional arrangements with an emphasis of a more responsible role of local and regional governments to produce adequate affordable housing. The paper proposes a local housing planning approach toward developing the future local housing needs for low income households, while recognizing the vital role of local governments in the supply of affordable housing.
