Global: Development of Business Model & Implementation Housing Regulation

This document is prepared by CMHC-SCHL, Canada, to assist General Housing Authority (GHA) of Saudi Arabia to design a business and implementation plan on the basis of findings from assessment of housing agencies working in Canada, the US, UK, France, Netherlands, Finland, Kuwait, Malaysia, Egypt, Jordan and Singapore. The review of these eleven countries was made to (1) provide examples of what other housing agencies do with regard to social and affordable housing in their respective markets, (2) lessons learned from a review of their challenges and problems, and approaches to solving such problems, and (3) how lessons learned from other markets may assist GHA in solving comparable housing problems in Saudi Arabia. This report comments on those areas and addresses specific components of housing agencies’ operations. Most countries seek market solutions for the majority of their housing needs. At the same time, all countries have specific government requirements to meet segments of the housing market that the private sector does not adequately address. This results in differing levels of funding, subject as well to overall resource availability. In some cases, governments are effective at leveraging private sector funding in support of public policy initiatives in the housing market. In other cases, direct government expenditure is higher due to the willingness of the public to provide such levels of financing in support of broader housing and community development approaches.
