The National Economic Policy announced in July 2016 by the NLD led government identifies one of the policy orientations as development of sustainable cities for long term protection of environment, improvement of public services and creation of public places – urban development that is inclusive, sustainable and resilient thus forms the backbone for the economic growth of Myanmar. The reality is that in the country Yangon and Mandalay are the two urban hubs which attract rural to urban migration. Having over 5 million in population, Yangon city represents the commercial and industrial hub of Myanmar. With over 10-15% of urban population of the city of Yangon living in slums and informal settlements issues of urban development becomes critical as they impact positively on the economic, industrial and business activities of the city. Affordable housing, urban basic services like transport, water and sewerage and waste management, safety and security of people becomes critical for sustainable cities. How can sustainable cities be developed or re-developed? What are the issues and challenges related to equity and citizens’ rights over the city? How can different economic strata of population be accommodated into cities in a way that they contribute to the development of the city? These are not only the policy challenges but also relate to addressing equity, inclusion and sustainability of urban development. Balanced urban growth thus becomes a driver for economic development. In a report to the UN conference on Housing and Sustainable development (October 2016) the government has outlined several initiatives related to affordable housing, including a “million homes plan” by 2030. Formulation of national housing policy is underway. Accessible housing finance through banks is also another development and slowly expanding in the country. World Resources Institute has recently (June 2017) published an interesting report Towards a more equal city bringing out the experience and challenges of Global. South on adequate, secure and affordable housing. With urbanization which is going to reach to 50% by 2030 there are three critical issues with respect to the affordable housing crisis.
