The first part introduces the Housing Indicators Program. It discusses objectives, and background, goals, methodology, regional workshops, country seminars, and outputs.

PART-2-CONCEPTUAL FRAMEWORK:

The second part discusses the conceptual framework of the Program; it sets out and defines the proposed key indicators, suggests the policy-making potential of the indicators through several illustrative relationships and reports the three cities where the indicators have already been collected.
