The project was intended to meet the immediate shortage of adequate housing in Mongolia. Over the past three decades, Mongolia has experienced rapid urbanization. Over half of the population resides in urban areas. Since the end of the socialist era, very little new housing was built resulting in a critical shortage of adequate housing in Mongolia and a rapid increase in un-serviced ger (traditional Mongolian round tent) housing areas surrounding the cities.
