The building resilience by strengthening human capital and social protection. The pandemic has shown the need to build stronger national resilience by upgrading health facilities, strengthening social protection systems, and developing new skills to protect jobs in line with the changing labor market. Women stand to benefit the most from investments in these areas. ADB will place a strong focus on improving education, health systems, clean water and sanitation, affordable housing, and social protection. Fiscal space generated through stronger economic management (pillar 1) and the mobilization of greater resources from the private sector will help bridge investment gaps in the social sectors. Wherever possible, ADB will promote innovative service delivery mechanisms, including the use of PPPs, vouchers, and information technology. To make housing more affordable, it will support policy reforms (e.g., land registration and taxation, and housing finance), institutional capacity building, and demonstration projects.
