At the present stage of economic development, instability of world financial markets, and falling real income of the Russian population one of the important issues is the search for new mechanisms for development and improvement of measures of social support for the population. At the same time, one of the most important state tasks is to improve the living conditions of citizens through the development and implementation of appropriate state policies. Therefore, effective management of this industry plays a critical role in the entire economy of the country and affects both the investment climate of the territory and the quality of life of citizens.
