Disasters, both natural and man-made and involving the massive destruction of habitats, have been with us since the beginning of time. The prospect of more frequent and more extreme exceptional weather events, engendered by climate change, further exacerbates the housing affordability crisis. Nowhere is the intersection of these two issues post disaster recovery and affordable housing more intense than in the recovery programmes following a disaster such as an extreme weather event.
