Housing and planning policy can play a key role in reducing the risk of poverty or mitigating the experiences of households in poverty. This report explores the potential for devolved institutions local enterprise partnerships (LEPs) and combined authorities as well as constituent local authorities to reduce poverty through housing and planning policy at the city-regional level in England. Conceptualise the links between housing and poverty, assess the extent to which devolved institutions are using additional funding and powers (so-called ‘freedoms and flexibilities’) around housing and planning to reduce poverty, highlight opportunities for the better use of existing and future powers to deliver housing and planning activities that support poverty reduction.
