The purpose of the report is to contribute to efforts directed towards improving the access to housing of vulnerable social groups in Europe and the developing countries. The Revised European Social Charter gave special emphasis to the housing problems of vulnerable social groups,1 which were reinforced by the Revised Strategy for Social Cohesion. There was a decision by the European Committee for Social Cohesion (CDCS) to“extend its work on access to housing, with a particular concentration on those member states where housing problems are especially acute.”
