The focus of this study is the development and implementation of housing policy at the municipal level to address the needs of Roma in two rural communities, Vaľkovňa and Nálepkovo, using the existing legal and financial tools provided by the national government. The leadership taken within an environment of public opinion unfavorable toward initiatives aimed at Roma inclusion was crucial for the positive outcome of these housing initiatives.
