Local policymakers have a major role to play in enabling solutions to our housing affordability crisis. Our local zoning rules, fees, and other policies have not or have not fully implemented
many of the best practices being used elsewhere in CA. It is important to note that many of the locations that are having the most success in addressing these same challenges are taking a systematic, ongoing approach to rapid policy change. Because housing policy is complex, and it is often the combination of many policies that leads to significant change, such an approach is likely necessary for successful outcomes.
