Development Process

The formulation of the NAP involved extensive consultations with various stakeholders, including government bodies, civil society organizations, and businesses. A National Baseline Assessment (NBA) was conducted to evaluate existing laws and policies related to business and human rights. This assessment included surveys of approximately 150 companies and consultations with nearly 200 stakeholders across Pakistan.The process was structured into five phases:

  1. Initiation: The government formally committed to developing the NAP in November 2019.
  2. Assessment and Consultation: The NBA utilized a framework from the Danish Institute for Human Rights, contextualized for Pakistan’s specific needs.
  3. Drafting: Based on the findings from the NBA, a draft NAP was created.
  4. Validation: Stakeholder feedback was incorporated into the final version of the NAP.
  5. Implementation: Plans for monitoring and evaluating the NAP’s effectiveness were established.

Key Priorities

The NAP identifies several priority areas that require urgent attention:

  • Labor Rights: Ensuring fair treatment and protection of workers’ rights, particularly in informal sectors.
  • Environmental Standards: Addressing environmental impacts caused by business activities.
  • Vulnerable Populations: Focusing on marginalized groups, including women and children, to ensure their rights are protected in business contexts.
  • Access to Justice: Strengthening mechanisms for victims of human rights abuses to seek redress.

Implementation Framework

To ensure effective implementation of the NAP, a multi-stakeholder monitoring group will be established. This group will assess progress, identify challenges, and recommend necessary adjustments to the action plan over time. The NAP is designed as an evolving policy strategy that will adapt based on ongoing evaluations and stakeholder feedback.
