About Naphda
The Naya Pakistan Housing & Development Authority (NAPHDA) was established on January 15, 2020, under an Act of Parliament, to spearhead the planning, development, construction, and management of real estate and housing projects across Pakistan. Serving as the Government’s Developing Arm, NAPHDA is committed to achieving multiple objectives in housing and infrastructure development, operating on both profit and non-profit models nationwide.
NAPHDA provides a one-window facilitation service for investors and builders through its dedicated Facilitation Centre. Working under the direct patronage of the Prime Minister of Pakistan, the Authority is part of the Cabinet Division / Prime Minister’s Secretariat.
The Policy Board, currently comprising eleven members, includes representatives from both the Government and the private sector. The Authority's headquarters is located in the Prime Minister’s Secretariat, Islamabad, with regional offices in Islamabad, Lahore, and Karachi. Additional regional offices in Peshawar, Quetta, and Multan are also in progress.
NAPHDA is actively involved in studies, surveys, and technical research, while collaborating with banks and financial institutions to secure financing for affordable housing for low-income segments. It plans to introduce schemes such as Real Estate Investment Trusts (REITs), bonds, sukuk, and Term Finance Certificates to subsidize low-cost housing projects.
Furthermore, the Authority emphasizes leveraging expert consultants for design, technical evaluations, and monitoring. Development projects may also be outsourced through various mechanisms, including public-private partnerships, to ensure efficiency and innovation in housing solutions.
9th Meeting of NAPHDA's Policy Board 06 Nov, 2024
On November 6, 2024, the 9th Policy Board meeting of the Naya Pakistan Housing and Development Authority (NAPHDA) was held at its Head Office in Islamabad. The meeting, chaired by Acting Chairman Major General Amer Aslam Khan HI (M), T. Bt (Retd), included distinguished participants such as Mr. Zaigham Mahmood Rizvi, a renowned Expert Consultant on Housing and Housing Finance with extensive experience working with the World Bank.

The Policy Board unanimously approved the minutes of the 8th meeting and the audited reports of NAPHDA’s accounts. As a token of appreciation, the Acting Chairman presented souvenirs to retiring Board members for their contributions to the organization.
The meeting concluded with a vote of thanks to the chair, marking another step forward in NAPHDA’s mission to transform Pakistan’s housing and development landscape.
