Acquiring housing is essential for the basic human activities that constitute social reproduction. A formal, registered dwelling offers immediate safety and security, providing a stable environment for individuals and families. Beyond physical shelter, acquiring housing also grants access to state entitlements such as ration cards, water subsidies, and legal protection. These entitlements are crucial for maintaining a basic standard of living and ensuring that households can meet their essential needs.
Moreover, the location of acquiring housing plays a pivotal role in determining access to essential services and infrastructure. Proximity to health clinics and emergency response services is critical, especially during a public health crisis like COVID-19. Acquiring housing also influences access to income-generation opportunities and social networks, which are vital for economic stability and social support. Basic infrastructure such as water, sanitation, drainage, electricity, and waste collection is essential for maintaining a healthy and livable environment. However, Caitlin Brown et al. estimate that 90 per cent of households in the global South cannot comply with these recommendations due to housing inadequacies. Their index of adequacy considers six key measures: no more than two people per room, a non-shared toilet, proper walls and roof, a water source within the house or yard, a place to wash hands, and access to communication devices such as the internet, phone, TV, or radio.
In the context of COVID-19, the papers by Annie Wilkinson and by Isabel Duque Franco, Catalina Ortiz, Jota Samper, and Gwynna Millan provide detailed insights into the challenges faced by those living in overcrowded and underserviced neighbourhoods. These studies highlight how inadequate housing conditions hinder basic family functions such as childrearing and self-care.
