The purpose of this document is to help deliver good quality affordable housing of the right type, size and tenure, through the planning process. It has been prepared as a ‘Supplementary Planning Document’ (SPD) to support Policy CS10 (Housing Delivery) and Policy DM15 (Affordable Housing) of the Royal Borough of Kingston Local Development Framework Core Strategy. Kingston has one of the lowest populations in London, but the population of the Borough has been growing in recent years and it is expected to continue to increase for the foreseeable future. The Borough’s population in 2013 is estimated at 162,167 and is projected to increase by 10.4% to 2031(1). These population projections show that there will be an increasing pressure on the Borough’s housing stock, while technical research studies show a need for affordable housing.
