Introduction

The issue of affordable housing has become a pressing concern for many cities and counties across the globe. As urban populations grow and economic disparities widen, the need for innovative and effective solutions has never been more urgent. Recognizing this, the Evergreen Team assembled a diverse group of leaders and experts from various sectors, including public administration, private enterprise, finance, legal services, affordable housing advocacy, and real estate development. This multidisciplinary team was tasked with thinking creatively, collaboratively, and differently about affordable housing. The goal was to break down barriers, generate bold ideas and approaches, and harness the potential of the private sector to increase the supply of affordable housing in our City and County. This report presents eight bold ideas, developed through the lens of guiding principles that emphasize the importance of equitable and sustainable housing solutions. We believe that a key measure of our community’s values is how we support those in need and how we act on the critical issue of affordable housing.

Understanding the Challenge

Affordable housing is a cornerstone of a healthy and equitable community. However, many cities and counties are grappling with a severe shortage of affordable housing options. This shortage is exacerbated by rising housing costs, stagnant wages, and increasing economic inequality. According to a recent report by the National Low-Income Housing Coalition, there is a significant gap between the number of low-income renters and the availability of affordable rental units. This gap has led to increased homelessness, housing instability, and a strain on social services.

The Role of the Private Sector

The private sector has a crucial role to play in addressing the affordable housing crisis.
