This report presents the outcomes of a project to develop an evaluation framework and to propose evaluation techniques that would be suitable for application to existing or new affordable housing programs and initiatives in Australia. Evaluation of housing programs has not been a regular component of policy development and review processes in Australia. However, evaluation studies are considered to be an integral component of evidence-based policy making in many areas of government activity, locally and internationally. The release of the Framework for National Action on Affordable Housing (the Framework) in 2005 has provided an opportunity to consider how evaluation could be built from the outset into a major future initiative in the housing field.
