The document gives a study and timeline of housing related plans and actions since establishment of 3rd republic of South Korea under the military dictatorship of Park Chung Hi in 1961.
In 1962, a 5-year economic plan was made, and modernization and rationalization of the government brought about a series of new planning laws, from the national to the urban scale, that would frame the later development of mass housing in Republic of Korea.
With the preparation of second economic cycle in 1972, and with the political changes the city planning and housing policy were starting to address the issue in right earnest.
In 1976, The Urban Planning Act of South Korea facilitated the supply of mass housing by designating areas for apartments in Banpo, Apgujeong, Seocho, Dogok, Cheongdam and Gaepo. They had been developed through the Land Readjustment Program of South Korea. In 1990, plans were made for the first wave of satellite cities.
As a consequence of Asian Economic Crisis in 1997, a series of policies were undertaken to liberalize the price of apartments.
