This is a brief of housing policy, public rental housing, and rent policy in Hong Kong. The focus of the Government’s subsidized housing policy should be on the provision of assistance to low-income families who cannot afford private rental accommodation. The Government should minimize its intervention in the private property market; and the Government should maintain a fair and stable operating environment for the private property market by ensuring adequate land supply and the provision of an efficient supporting infrastructure. The Housing Department has both policy and operational responsibilities for providing public rental housing and assessing eligibility for public housing assistance. It also provides secretariat and executive support to the HKHA and its committees. The Housing Branch of the Transport and Housing Bureau monitors developments in the private housing market and oversees policy matters relating to the regulation of estate agents.
