The City of Richmond (City) retained David Paul Rosen & Associates (DRA) to prepare a Comprehensive Affordable Housing Strategy and Affordable Housing Trust Fund Study for the City. The goal of the Study is to assist local decision makers in making informed policy decisions that best provide for the affordable housing needs of the community, and to guide the use of the City’s Affordable Housing Trust Fund. The research phase of this Study analysed demographic and residential real estate market conditions, affordable housing needs, and existing local revenues for housing in the City of Richmond. It also reviewed potential revenue sources for the Richmond Affordable Housing Trust Fund (AHTF).
