Rapid urbanization has led to the housing shortage in developing countries, especially in India the responsibility of mitigating the 18 million shortage of housing at present. The urban poor in India have always been marginalized of access to basic rights of housing with infrastructure facilities of clean drinking water, drainage, health care, and other amenities, and also has a quality shelter is still a big challenge.

The urban poor is unable to access decent, secure land for even the most minimum of housing needs. The government of India is not in a position to serve the huge housing shortage on its own and therefore it has been making efforts to involve the private sector by providing incentives. The government has, through the ‘National Housing and Habitat Policy, 2007’ and they are promoting Public-Private Partnership in housing projects. This was further revised to incorporate the changes as per the new agenda of the Government of India on “Housing for All” by 2022.
