Density bonuses, fee waivers and expedited approval processes are incentives used in growth management to promote infill on vacant or underutilized urban land and inclusion of affordable housing. Inclusionary zoning is intended to ensure that sufficient low and moderate income housing exists in the community. Density bonuses create incentives for developers to provide public amenities in exchange for greater density level than allowed under existing zoning. They developer may build public amenities or, in some instances, low-income housing.
