Introduction to Housing and Poverty in Ethiopia: A Focus on Hawassa City Administration

Housing and poverty are intricately linked, with the availability and affordability of housing playing a crucial role in determining the quality of life for individuals and communities. In Ethiopia, rapid urbanization has led to significant challenges in providing adequate and affordable housing, particularly in fast-growing cities like Hawassa. This study aims to examine the extent of affordability of condominium houses in Hawassa City Administration using the shelter-poverty approach. By understanding the factors that contribute to housing affordability, policymakers can develop more effective strategies to address the housing needs of the population and alleviate poverty.

Research Methodology

To assess the affordability of condominium houses in Hawassa City Administration, a comprehensive data collection process was employed. A representative sample of 180 households was selected using a combination of simple random and multistage sampling techniques. This approach ensured that the sample was diverse and reflective of the broader population, allowing for more accurate and reliable results.
The shelter-poverty approach was utilized to measure the affordability of condominium houses. This method takes into account various factors that contribute to housing affordability, including household income, housing costs, and non-housing expenses. Additionally, the Ordinary Least Square (OLS) regression model was employed to identify the key predictors of affordability. The OLS regression model is a widely used statistical technique that helps in understanding the relationship between dependent and independent variables, providing valuable insights into the factors that influence housing affordability.

Major Housing Problems Leading to Shelter-Poverty

The study identified several significant housing problems that contribute to shelter-poverty in Hawassa City Administration. One of the primary issues is the use of condominiums as rental houses. While condominiums offer a potential solution to housing shortages, they often come with high rental and mortgage costs that are unaffordable for many low-income households.
Low household income is another critical factor contributing to shelter-poverty. Many households in Hawassa struggle to meet their basic needs due to insufficient income, making it difficult to afford adequate housing. High housing and non-housing expenses further exacerbate the problem, as households are often required to allocate a large portion of their income to cover these costs.
Large household size is another challenge, as it increases the demand for housing and puts additional strain on limited resources. The short duration for making down payments on housing also poses a significant barrier, as many households are unable to save the required amount within the given timeframe. Problems related to bank loans, such as high interest rates and strict lending criteria, further limit access to affordable housing.

Recommendations for Addressing Housing Affordability and Poverty

To address the housing affordability issues identified in the study, several recommendations were proposed. Firstly, the concerned authorities are urged to introduce workable, consistent, and solid affordability indices that combine conventional and shelter-poverty approaches. These indices should be designed to accommodate the diverse social and economic groups within the city, ensuring that housing policies are inclusive and effective.
Creating an enabling environment for beneficiaries to access credit and bank loans is also crucial. This can be achieved through the development of targeted financial assistance programs, such as rental housing allowances or rent-subsidy vouchers, which can help ease the housing cost burden for lower-income households. Additionally, rent control measures can be implemented to ensure that rental costs remain affordable, although care must be taken to avoid negative impacts on the housing supply.

Conclusion

The study on housing affordability in Hawassa City Administration highlights the complex relationship between housing and poverty. By employing the shelter-poverty approach and the OLS regression model, the research provides valuable insights into the factors that contribute to housing affordability issues. Addressing these challenges requires a multifaceted approach that includes the development of comprehensive affordability indices and the creation of supportive financial programs. Through these efforts, it is possible to improve housing conditions and reduce poverty in Ethiopia’s fast-growing urban centers.
