The document is a paper on housing in Addis Ababa, Ethiopia. It discusses existing housing situation in Addis Ababa, institutional framework for planning and development, housing programs in Addis Ababa and implications of current housing approach. These were unstructured discussions to get an overview of the approaches being used for housing delivery by the different agencies involved. Interviewees included officials in several departments of the Addis Ababa City Administration (Housing Agency Manager, Planning Commissioner, Environment Development Office Director), sub-city offices (Sub city Managers of Kirkos and Arada, and Eco City Planning Team Members of the two sub cities), as well as representatives from CBOs and NGOs (IHAUDP / Sister Jemba / CIBISDO, Care, Concern / Self-Help Association), and GTZ. Discussions were also held with officials from the Ministry of Federal Affairs’ Land and Housing Division on technical issues pertaining to housing and institutional constraints they face in developing a holistic approach to housing delivery.
