The finance system doesn’t match the economic conditions. So, for example, people generally live off their salary and have few savings. But if they want to own a house they had to buy it outright there were no staggered financing or mortgage options. The nine formal housing finance institutions won’t lend them money if they want to buy land. The bank/financiers won’t do this because it is too risky for them given the unstable land registration system and because the State Bank had set a high-interest rate of 12%.
