The problem of housing, including its cost aspect, has been for several years under discussion, in Conferences and Seminars held from time to time on International and National levels. In the year 1966 an International Seminar on “Housing For Low and Lowest Income Groups in Relation to the National Level of Economic Development” was held in Tokyo, at the 20th World Congress of the International Federation of Housing and Planning ‘I.F.H.P. ’ Recently, in October 1971 a National Seminar on ‘Cost Reduction in Housing’ was held in India (Bombay) under the joint auspices of the Life Insurance Corporation of India and the National Building Organization, New Delhi. There is, however, hardly any practical solution to this problem in sight; day by day the same is assuming the more and more serious character and proportions and becoming formidable.
