This document is about the Depository Microfinance Institution Regulation (DMFI Regulation) in Afghanistan for allowing microfinance institutions to collect deposits from the public. The question of whether MFIs should collect deposits grows in importance given the enormous growth seen in deposits collected by banks. The first step in evaluating if MFIs could successfully become Depository MFIs (DMFIs) is to find out if the existing legal framework, including the DMFI Regulation, is conducive to starting savings collection from microentrepreneurs.
