Municipalities across North America are implementing strategies to promote the development of affordable housing units. These strategies often contain an assortment of municipally provided incentives to assist in housing development. This report examines five financial incentives that the City of St. Albert could offer to promote affordable housing development. These incentives include:

• Grants and loans,
• Land deals,
• Planning and development fee exemptions,
• Property tax exemptions,
• Tax increment financing.
