This document discusses the rationale, technicalities and procedure issuing municipal bonds issued by municipal authorities and local governments. The paper was prepared for Government of Uganda and Kampala Chamber of Commerce. The paper describes various types of such bonds, which allow the local government authorities to raise funds from the market for development and infrastructural works, which are paid out from tax collections and other revenues generated by the authorities.
