The Urbanization and Rural Settlement Sector is challenged by the continuously growing demand for housing in urban and rural areas, coupled with slow and expensive formal housing supply in urban areas, and by the simultaneous sprawl of unsustainable house construction in rural areas. Most urban residents still access housing through informal practices, because the formal sector cannot offer housing access schemes that cater to all. A number of circumstances result in the situation where most housing developments only address a minority of buyers, among whom the demand has not even been saturated yet. The tremendous need for housing, and housing that is accessible for all residents, requires a comprehensive commitment of the government across different sectors.
