In August 1971, Secretary Romney issued a statement stating that housing starts are “up to an annual rate of 2. 2 million units” and further went on to state that “this administration is already committing billions of budget resources to assist low and moderate-income families into decent housing. ” ( The statement was a testimony to the success of the Administration’s efforts to meet the nation’s pressing housing needs. Housing needs, however, are referred to as the inventory or stock of new or rehabilitated dwelling units. Little mention is ever directed towards the user’s housing needs or the way in which the assembly of dwelling units and their location have an impact on the social and psychological well-being of the residents.
