The NGO paper on Community Development(CD) Services states the views of operating agencies towards the roles and future of CD services, including both subvented and non-subvented programmes, in the context of the rapid changing socio-political environment in Hong Kong. As Hong Kong progresses further towards affluence and higher level of socio-economic development, our conception towards social welfare should be modified from a remedial to a developmental perspective. Social welfare should not be conceived as remedial or residual services only provided to the most deprived people in destitute.
