This document is based on past, present and future of public housing in Hong Kong. The development of public housing in Hong Kong can be traced back to 1953 when a large fire broke out in one of the squatter areas, Shek Kip Mei, leading to 50,000 people homeless. As a result, Hong Kong Government carried out a massive Resettlement Program to house the homeless. Follow the steps of industrialization and the improvement of the economy, Hong Kong Government gradually upgraded the living standard and environment of the citizens. Various schemes had been formulated to assist the people to purchase their own flat so as to minimize the demand on public housing and to rationalize the use of public resources.
