While people in crisis will always be a focus of the social housing and homelessness sector, greater emphasis needs to be placed on early intervention and prevention. More people, of all ages and cultural backgrounds, need to be equipped with the skills, resilience, and support to live independently, and productively and to prevent them from falling into the housing crisis. The aim is to break the emotionally and financially draining cycle of chronic homelessness by providing Housing First approaches with targeted and tailored support that is based on outcomes, not outputs. This is particularly critical for those experiencing domestic and family violence, who make up a third of homeless clients and require a Safety First approach. Gaining a better understanding of the links between domestic violence and other factors such as race, drug and alcohol use, poverty, and mental health, will also allow us to better tackle homelessness. The new Office for Homelessness Sector Integration will work closely with providers and stakeholders to drive these reforms across the state.
